# How we rank online casinos in the Netherlands

Each criterion gets a rating from 0 to 10; the overall score is the weighted average, rounded to one decimal, and the ranking follows it.

## How we rate each criterion

- **Licensing & safety:** a current Ksa licence for the website you’d use starts near the top, and a licence the Ksa has renewed counts in its favour: when it granted the first renewals in September 2026, the Ksa said it looked closely at violations established in the previous five years. We then read the Ksa’s sanction decisions and news. Fines, binding instructions, orders under penalty payments and public warnings cost points, the more so the larger, more recent and more serious they are: a multi-million-euro fine for failing to protect players weighs far more than a warning about a single prohibited bet. A licence that expires soon without a published renewal also costs points.
- **Game library:** the published number of games and studios, live casino and table games, exclusive games, and whether each game’s RTP is shown. A casino that doesn’t publish its line-up scores lower.
- **Payments & payouts:** published withdrawal times count most, then the choice of methods, minimums and fees. The Ksa allows withdrawal costs only if they’re made clear in advance; we mark down casinos that charge them, and those that offer a single payment method.
- **App & experience:** ratings on the Dutch App Store and Google Play on the date checked, weighted by how many people rated them.
- **Responsible gambling:** every licensed casino must check Cruks at sign-up and every login, make you set limits on deposits, balance and playing time, remind you every 30 minutes how long you’ve played, run an affordability check before your net deposits pass €300 a month (ages 18 to 23) or €700 (24 and over), and leave out autoplay. Those are the baseline. Points come from what’s added: reality checks and breaks, product blocks, and stricter limits for young adults.
- **Customer support:** the Ksa requires licence holders to offer Dutch-language support at all times, so round-the-clock support by phone or chat scores best, followed by published hours and a clear complaints process.

## What we leave out

**Bonuses and promotions.** Dutch rules allow bonuses only under strict conditions: none while you play, none tailored to how you play, none aimed at players under 24, and no cashback on losses. We don’t list, compare or score them: our ranking compares the casinos themselves.

**Unlicensed sites.** A licence from Curaçao, Malta, Anjouan or anywhere else doesn’t allow a casino to serve Dutch players. Article 1 of the Wet op de kansspelen prohibits offering gambling without a Dutch licence, promoting it, and knowingly playing at such a site, and the Ksa has said that affiliate websites promoting illegal casinos break the law too. We never rank or link to unlicensed sites, even in our sources.

## How we follow Dutch advertising rules

- **Licence holders only.** Our links go only to websites the Ksa lists for the licence holder.
- **The warning slogan.** Our Dutch pages carry the warning every gambling advertisement in the Netherlands must show since April 1, 2022: “Wat kost gokken jou? Stop op tijd. 18+” (What does gambling cost you? Stop in time. 18+).
- **No role models.** We don’t use athletes, celebrities, influencers or other role models to promote gambling, which Dutch rules forbid licence holders to do.
- **Not aimed at young adults.** Dutch rules forbid aiming gambling advertising at people under 24, and the Ksa expects licence holders to show that at least 95% of the people their online advertising reaches are 24 or older. Licence holders are responsible for advertising made on their behalf, including on comparison and affiliate websites, under the Ksa’s guidance of March 2026.

Three licensed casinos, Fair Play, bet365 and Bingoal, blocked our checks of their sites, so we couldn’t score them.

## Frequently asked questions

### Why does a Ksa fine lower a casino’s score?

Because it’s the regulator’s own finding that the operator failed to protect players, prevent money laundering or follow the advertising rules. A fined casino can still be a safe place to play today, but we rank it below casinos with a cleaner record, other things being equal, and each review gives the date, amount and reason, and whether the operator is challenging it.

### Why aren’t well-known brands like Unibet or BetCity in the ranking?

Both are licensed, but the Ksa has fined their operators millions of euros since 2023, Unibet’s €4 million and BetCity’s €2.65 million for their duty of care to players among them, so they score too low on licensing to make our top seven.

### Does a casino paying SafeBet.ai change its score?

No. Every rating is shown and explained in the review, and the ranking follows the overall scores; the site won’t build if it doesn’t. Under the Ksa’s rules, licence holders are responsible for advertising made on their behalf, including by comparison and affiliate websites. ### What if a casino’s site blocks our checks?

We use what we can verify: the Ksa’s list and decisions, the casino’s help centre and terms, and its app listings. Three licensed casinos, Fair Play, bet365 and Bingoal, blocked our checks entirely, so we couldn’t verify their payments or support and haven’t ranked them.
