By [SafeBet.ai Research Team](https://safebet.ai/editorial-policy/) Updated October 23, 2026 [7 sources](https://safebet.ai/nl/online-casinos/licence-check/#sources) ## What the results mean The Kansspelautoriteit (Ksa) licenses online gambling in the Netherlands and lists every licensed company with its brands and websites. It also publishes its decisions against illegal sites. The check sorts every site into one of these groups. - **Licensed in the Netherlands** On the Ksa’s list of companies licensed for online games of chance, for players 18 and over in the Netherlands. Only the websites the Ksa lists are covered. Licensed sites must check Cruks, the national exclusion register, before you play. - **Illegal: the Ksa acted against it** Not licensed in the Netherlands, and the Ksa has fined the company behind it, or ordered it to stop under penalty payments, for offering gambling to Dutch players without a licence. It doesn’t check Cruks, and if it doesn’t pay out there’s no Dutch regulator to turn to. - **Not licensed in the Netherlands** Not on the Ksa’s list of licence holders, so it may not offer gambling to people in the Netherlands. It doesn’t check Cruks, Dutch player protection rules don’t apply, and if it doesn’t pay out there’s no Dutch regulator to turn to. ## Licensed online casinos (30 companies) 30 companies hold a Ksa licence for online casino games or poker, with 30 websites, as of October 23, 2026. A site can carry on under a new address after a decision; if it isn’t on the Ksa’s list of licence holders, it’s illegal. ## Check any casino yourself in two minutes 1. **Find the company.** A licensed site names the company behind it, usually in the footer. 2. **Search the Kansspelwijzer.** Look the company, brand or website up in the [Ksa’s list of licence holders](https://kansspelautoriteit.nl/kansspelwijzer): the exact website you’re using must be listed. 3. **Check its record.** The Ksa publishes its [sanction decisions](https://kansspelautoriteit.nl/sanctiebesluiten), including fines on licensed companies. 4. **Watch for warning signs.** No Cruks check, no age check before you can play, or deposits in crypto all mean a site isn’t playing by Dutch rules. A licence from Curaçao, Malta or anywhere else doesn’t allow a site to serve Dutch players: it needs a licence from the Kansspelautoriteit. Our guide to [online casino law in the Netherlands](https://safebet.ai/nl/online-casinos/are-online-casinos-legal/) explains the rules. Check that the Kansspelautoriteit (Ksa) has licensed the company behind it and lists the exact website you’re using. The Ksa publishes every licence holder, with its brands and websites, in its Kansspelwijzer. This tool checks that list, and the Ksa’s decisions against illegal sites, for you. ### Is Skyhills legal in the Netherlands? No. Skyhills has no Dutch licence, and on October 22, 2026 the Ksa published a €37.25 million fine on the company behind it, EOD Code SRL, for offering gambling to Dutch players without a licence on Skyhills, Instantcasino and ten other sites. See [our article on Skyhills](https://safebet.ai/nl/online-casinos/skyhills-casino/). ### Is a Curaçao or Malta licence enough to serve Dutch players? No. Only a licence from the Kansspelautoriteit allows a site to offer online gambling in the Netherlands, whatever other licences the company holds. ### Why does the check flag a brand I know is licensed? Because the address you typed isn’t one the Ksa lists for it. Many brands also run international sites that their Dutch licence doesn’t cover: the Ksa lists unibet.nl for Unibet, for example, not unibet.com. Use the exact address the tool shows. ## Keep reading [Guide · 6 min **Skyhills Casino: is it legal in the Netherlands, and what does the €37 million fine mean?** No, Skyhills isn't legal in the Netherlands: it has no licence from the Kansspelautoriteit (Ksa). On October 22, 2026 the Ksa published a €37,250,000 fine on EOD Code SRL, the company it says runs Skyhills, Instantcasino and ten other sites, for offering gambling to Dutch players without a licence: its highest fine yet for illegal gambling, though it can still be challenged. Since around September 2026, skyhills.com no longer offers games: it says Skyhills is no longer available and points visitors to other casinos. Read](https://safebet.ai/nl/online-casinos/skyhills-casino/) [Guide · 5 min **Are online casinos legal in the Netherlands? Licences, Cruks and the rules** Yes, but only at companies licensed by the Kansspelautoriteit (Ksa), and only for players 18 and over. Since the Wet kansspelen op afstand took effect on April 1, 2021, the Ksa licenses online casino games, poker and betting: 31 companies held an online licence on October 23, 2026, each listed with its websites in the Ksa's Kansspelwijzer. Every licensed casino must check Cruks, the national exclusion register, make you set limits and run an affordability check before your net deposits pass €300 a month (ages 18 to 23) or €700 (24 and over). Casinos without a Dutch licence are illegal, and the Ksa fines them heavily.
