## What is TOTO?

TOTO is the sportsbook of Nederlandse Loterij, the Dutch lottery organisation, run online by TOTO Online B.V. of Rijswijk; the same company runs TOTO Casino and Winnitt. TOTO Sport has its own app, separate from the casino's. It ranks #2 in [our ranking of the best betting sites in the Netherlands](https://safebet.ai/nl/sports-betting/).

## Is TOTO licensed in the Netherlands?

Yes. TOTO Online B.V. holds Ksa licence 3621 for online casino games and sports betting, valid from October 1, 2026 to October 1, 2031: on September 17, 2026 it was among the first eight operators whose licence the Kansspelautoriteit (Ksa) renewed, a renewal for which the Ksa says it now looks explicitly at violations established in the previous five years. sport.toto.nl is the sportsbook the Ksa lists for it. TOTO's site footer still cites its first licence, number 1601 of September 29, 2021.

TOTO's record isn't spotless. The Ksa fined it €400,000 for advertising aimed at young adults (published November 25, 2022; TOTO didn't object, so the fine is final), gave it an instruction under the anti-money-laundering act, the Wwft, published December 24, 2025, and reprimanded it on June 12, 2026 for a promotion with signed shirts from eight professional clubs that broke the ban on using role models. ## Sports, markets and features

TOTO lists football, Formula 1, tennis, rugby, basketball, golf, darts, the NFL and baseball, and its football runs from the Eredivisie and Eerste Divisie to the Champions League. You can bet live, with a short delay on accepting live bets and markets paused at key moments such as a penalty, a red card or a VAR check. Its bet builder combines several predictions within one match; cash out can be full, partial (at least 10% of your stake) or automatic, though not always and not on stakes that include bonus money; early payout settles a bet as a win when your team goes two goals up; and you can combine up to 25 matches in one bet. TOTO streams selected events, including Premier League Darts, NBA basketball, Glory fights, tennis tournaments and the Cricket World Cup, but not every match.

## Odds and limits

This is TOTO's weakest area: its sport rules refer to a maximum payout per bet without stating the amount, and we found no published minimum stake. Its terms also let it set different play limits per game and per player.

## Deposits and withdrawals

You can only deposit by iDEAL | Wero; TOTO doesn't publish a minimum deposit. Withdrawals go through Trustly to the bank account you deposited from: TOTO says most arrive within an hour, and it processes every withdrawal within 24 hours. Amounts under €5 wait until your balance reaches €5, or are paid after 14 days, and winnings that push your balance above your wallet limit are paid to your bank automatically. TOTO charges no fees for opening or using an account.

The TOTO Sport app is rated 4.39 out of 5 from 33,910 ratings on the Dutch App Store, the most of any sportsbook in our ranking, but only 2.1 from 433 reviews on Google Play, with more than 100,000 downloads (October 23, 2026).

Before you play, you set a deposit limit, a wallet limit and a time limit, and players under 24 also get a €300 loss limit. Net deposits are capped at €300 a month for young adults, a cap that can't be raised even with financial documents, and €700 for players from 24.
