How online slots work in Germany
Germany’s 16 states regulate online gambling together through the Glücksspielstaatsvertrag 2021, and a joint regulator in Halle, the Gemeinsame Glücksspielbehörde der Länder (GGL), licenses online slots (“virtuelle Automatenspiele”) for the whole country. As of October 2, 2026, 36 operators with 98 websites held a slots licence. Every licensed site applies the same rules:
- €1 per spin as a rule, up to €3 for players aged 21+ and up to €5 after a 90-day qualifying period, where a site offers it;
- at least 5 seconds per spin, no autoplay and no jackpots;
- a €1,000 monthly deposit limit across all licensed sites, and no playing at two sites at once;
- a 24-hour panic button and the national OASIS self-exclusion system.
Roulette, blackjack and live games aren’t covered by a slots licence: only Schleswig-Holstein and Bavaria license them, for players in those states. That’s why German slot sites call themselves an “Online-Spielothek”: the law bars them from calling their slots a casino. Our guide explains the law on online slots and casinos in Germany.
How the top seven compare
How we scored them
Bonuses aren’t scored or listed: a German licensee may only advertise a bonus the GGL has approved. Several operators’ sites block visitors from outside Germany; where we couldn’t read a live page, we used their app listings or a dated Internet Archive copy, and each review says so. The full method is in how we rank online slot sites in Germany.
What slots really cost
Every licensed slot must show its return to player (RTP): the share of stakes it pays back over time. JackpotPiraten says many of its games return 94% on average, so of every €100 staked, about €6 stays with the house over time, before the luck of any single session. A higher RTP means you lose less on average, not that you’ll win. Check the RTP in a game’s rules before you play.
Staying safe
- Check the whitelist. Only sites on the GGL’s list are legal, at the exact .de addresses listed. Our German licence check searches it for you.
- Avoid offshore sites. A Malta or Curaçao licence doesn’t count in Germany; the GGL had 1,843 illegal sites made unreachable from Germany in 2025, and it warns explicitly against illegal offers such as Platincasino.
- Use the tools. Set your own limits below the €1,000 cap, and use the panic button or OASIS if you need a break.
Taxes
Private players pay no income tax on slot winnings in Germany; the 5.3% tax on stakes is owed by the operator. See gambling taxes in Germany.
Playing responsibly
Slots are built to keep more than they pay out. Set a deposit limit before you start, never chase losses, and stop when it stops being fun. The BIÖG helpline on 0800 1 37 27 00 is free and anonymous; our guide to gambling help in Germany explains OASIS self-exclusion and where else to turn.
