Online slots, sports betting and prediction markets in Germany
Only operators on the official whitelist of Germany’s gambling regulator, the GGL, may offer online slots and sports betting. We rank and review the best of them, explain the German rules on stakes, limits and tax, and why prediction markets like Polymarket are illegal in Germany, from the regulators’ own texts.
Is online gambling legal in Germany?
Checked
Yes, but only with operators on the official whitelist of the Gemeinsame Glücksspielbehörde der Länder (GGL), and only for adults 18 and over. Under the Glücksspielstaatsvertrag 2021, the GGL licenses sports betting, virtual slot machines and online poker for all of Germany: 27 sports betting operators and 36 slot operators as of October 2, 2026. Online table and live casino games are licensed by individual states, and only Schleswig-Holstein and Bavaria allow them. Prediction markets aren’t licensable at all: the GGL calls bets on political, economic or social events illegal gambling.
