8.8/10 Kansino is a casino-only site run by Play North Limited from Malta. Its terms say it has been licensed since October 1, 2021, the day the Dutch online market opened, and in September 2026 it was among the first eight operators whose licence the Kansspelautoriteit renewed, until 2031. It offers more than 6,500 games from 43 studios, including Evolution's live casino, and answers by live chat around the clock, in Dutch and English. Deposits run from €10 to €5,000 by iDEAL or Wero through Trustly, withdrawals start at €1, and its apps are rated 4.68 on iOS and 4.6 on Google Play. The Ksa has never fined it: its record holds a 2022 anti-money-laundering instruction and a 2026 reprimand over ads in mobile games.

8.7/10 BetMGM is run in the Netherlands by 21 Heads Up Limited from Malta, licensed by the Kansspelautoriteit for online casino games and sports betting until July 2028; its help centre calls it part of the LeoVegas Mobile Gaming Group. It offers thousands of games from studios such as Evolution, Pragmatic Play, NetEnt and Relax Gaming, shows each slot's RTP and has no autoplay. Deposits run from €10 to €3,000 by iDEAL, Wero or Trustly, and withdrawals have no minimum and no fees. On top of the limits every player must set, it adds a 30-second break every hour and product blocks, and its support answers 24/7 by chat, free phone and email. Its record holds one Ksa warning, from 2025.

3. Holland Casino: fastest payouts
8.3/10 Holland Casino Online is the online casino of Holland Casino N.V. from Hoofddorp, which also runs land-based casinos, licensed by the Kansspelautoriteit for online casino games, poker and sports betting. In September 2026 it was among the first eight operators whose licence the Ksa renewed, until 2031, and we found no fine on its online licence. It pays out faster than any casino we ranked: within an hour of a withdrawal request, weekends included, with no fees, and you can deposit from €10 by credit card, iDEAL, Sofort or Trustly. Its support answers by phone and email 24/7, but its apps are rated only 2.2 on iOS and 2.9 on Google Play.

8.2/10 LeoVegas is run by LeoVegas Gaming p.l.c. from Malta, licensed by the Kansspelautoriteit for online casino games and sports betting until September 2028. It offers more than 2,000 slots and table games from studios such as Evolution, Pragmatic Play, NetEnt and its own LeoVegas Studios, with the same payments, limits and 24/7 support as its sister brand BetMGM: deposits from €10 by iDEAL, Wero or Trustly, a 30-second break every hour, and live chat, free phone and email around the clock. Its Android app has more than 500,000 downloads and its iOS app is rated 4.66. In 2025 the Ksa fined it €500,000 for failing its duty of care to players.

7.9/10 OneCasino is run by One Casino Limited in Malta under Ksa licence 2161, valid until October 5, 2027, and its only Ksa issue is a single under-21 football bet on its sister sportsbook in 2025. It offers nearly 3,000 games from more than 20 studios, more than 2,700 video slots and more than 40 slots of its own, plus a live casino. Support is in Dutch, 24/7, by phone, chat and email. It says most withdrawals reach your bank in about 3 hours, up to 48 hours, but its terms put withdrawal costs on the player, and its app has only a handful of ratings.

6. Circus: paypal and no fees
7.8/10 Circus.nl is run by Cortex Holding S.A., based in Liège, Belgium, under Ksa licence 1830, valid until March 9, 2027, with no fines and two warnings in 2025. It has the widest choice of deposit methods in our ranking: iDEAL, PayPal, Visa, Mastercard and Maestro. It charges no withdrawal fees, has no minimum withdrawal and says most withdrawals are processed within a few hours, up to 24 at peak times. It offers slots, table games, a live casino and casino tournaments, but doesn’t publish a game count, and live chat runs from 8 a.m. to midnight.

7. TOTO Casino: payouts within an hour
7.7/10 TOTO Casino is run by TOTO Online B.V. in Rijswijk, part of Nederlandse Loterij, under Ksa licence 3621, renewed in September 2026 to run until October 1, 2031. It pays most withdrawals within an hour, always within 24 hours, to the bank account you deposited from, and answers the phone 24/7. Its limits are strict, including an 8-hour daily play limit and a €300 loss limit for players under 24. Against it: a €400,000 Ksa fine in 2022 for advertising aimed at young adults, an anti-money-laundering instruction in 2025, deposits by iDEAL or Wero only, and an app rated 3.33 on iOS.

How online casinos work in the Netherlands
The Netherlands opened its online gambling market under the Wet kansspelen op afstand, which amended the Wet op de kansspelen and took effect on April 1, 2021; the first licensed sites went live on October 1, 2021. The Kansspelautoriteit (Ksa) licenses online casino games, poker and sports and horse-race betting for up to five years, and lists every licence holder, with its brands and websites, in its Kansspelwijzer: 31 companies held an online licence on October 23, 2026, 30 of them for casino games. Offering gambling without a Dutch licence, or promoting it, is prohibited. Every licensed casino applies the same rules:
- 18 or over, with your identity checked;
- a Cruks check when you sign up and every time you log in;
- your own limits on deposits, balance and playing time before you play, with increases taking effect only after a week;
- an affordability check before your net deposits at that casino pass €300 a month if you’re 18 to 23, or €700 from 24, or else no more deposits that month;
- a reminder every 30 minutes of how long you’ve been playing, and no autoplay: you start every game yourself.

How the top seven compare
BetMGM and LeoVegas are run by separate licence holders at the same address in Malta, and BetMGM says it is part of the LeoVegas group, so their payments, limits and support work the same way.
How we scored them
Bonuses aren’t scored or listed. Three licensed casinos, Fair Play, bet365 and Bingoal, blocked our checks of their sites, so we couldn’t compare their payments or support. The full method is in how we rank online casinos in the Netherlands.
Why some big names aren’t here
Our licensing score counts what the Ksa has found against each operator, and some well-known licensed brands have heavy records. The Ksa fined BetCity’s operator €2.65 million in 2025 for failing to protect young adults, after a €3 million anti-money-laundering fine in 2023; Unibet’s €4 million in 2025 for its duty of care, after €400,000 for letting in players registered in Cruks; 711 €886,000 and ComeOn €750,000 in 2026 for their duty of care; and Bingoal €350,000 for not checking Cruks. Several of these fines are being challenged. Jacks.nl’s licence runs until November 19, 2026, and the Ksa hadn’t published a renewal by October 23.
What casino games really cost
Every casino game keeps a share of what’s staked over time. Its return to player (RTP) tells you how much: a slot with a 96% RTP pays back €96 of every €100 staked on average, over a very large number of spins, so about €4 stays with the casino, before the luck of any single session. Licensed Dutch gambling sites, casinos and sportsbooks together, kept €602 million of what players staked in the second half of 2025, after paying out winnings, according to the Ksa.
Illegal casinos
The Ksa estimates that about 91% of Dutch online gamblers play only at licensed sites, but that only about 53% of the money gambled online goes to them: the rest ends up at sites without a Dutch licence. The Ksa fines such sites: in its largest case yet, published on October 22, 2026, it fined EOD Code SRL €37.25 million for offering gambling to Dutch players on Skyhills, Instantcasino and ten other sites. An illegal site doesn’t check Cruks, isn’t bound by Dutch limits, and if it doesn’t pay out, there’s no Dutch regulator to turn to; our article on Skyhills explains the case. Staying safe
- Check the Ksa’s list. Only companies in the Ksa’s Kansspelwijzer, at the exact websites listed, may offer online casino games in the Netherlands. Our licence check searches it for you.
- Watch the warning signs. No Cruks check, deposits in crypto or no age check before you play all mean a site isn’t playing by Dutch rules.
- Use the tools. Keep your limits low, and register with Cruks if you need a break from every licensed site at once.
Taxes
You pay no tax on winnings from a licensed casino: the operator pays the gambling tax, 37.8% of its gross gaming result in 2026. Win more than you stake in a month at a site without a Dutch licence, though, and you must declare it and pay 37.8% yourself. See gambling taxes in the Netherlands.
