What is LeoVegas?

LeoVegas is an online casino and sportsbook run by LeoVegas Gaming p.l.c., a company based in Sliema, Malta, at the same address as 21 Heads Up Limited, which runs BetMGM; the two have the same payment methods, limits and support. LeoVegas ranks #4 in our ranking of the best online casinos in the Netherlands.

Is LeoVegas licensed in the Netherlands?

Yes. LeoVegas Gaming p.l.c. holds Kansspelautoriteit (Ksa) licence 1970 for online casino games and sports betting, valid from September 8, 2023 to September 8, 2028, and leovegas.nl is the website the Ksa lists for it.

Its record is what holds it back. In a fine decision of October 2, 2025, published in December 2025, the Ksa fined LeoVegas €500,000 for failing its duty of care between October 2023 and May 2024. In every player file it examined, the Ksa found breaches: LeoVegas didn’t step in in time when a player deposited and lost tens of thousands of euros in a short time, and a player showing serious signs of excessive play first got only a pop-up that was easy to click away. A decision on LeoVegas’s objection followed on June 9, 2026, and it can still appeal to the court. Before Dutch licensing began, the Ksa had fined LeoVegas €350,000 in 2019 for offering leovegas.com to Dutch players without a licence in 2018 and early 2019. Games

LeoVegas’s homepage promises more than 2,000 slots and table games, and its help centre speaks of thousands of slots, table games and live casino games, from studios such as Evolution, Pragmatic Play, NetEnt, Relax Gaming, Nolimit City, Push Gaming, ELK Studios and its own LeoVegas Studios; its provider page lists 61 providers. Each slot’s information screen shows its exact return to player (RTP), as the law requires.

Deposits and withdrawals

You can deposit from €10 to €3,000 by Trustly or iDEAL / Wero. Withdrawals go by Trustly, with no minimum and up to €10,000; LeoVegas says the money is usually in your account within minutes, but to allow up to five working days.

Safety, responsible gambling and support

LeoVegas has the same tools as BetMGM. Dutch rules make you set a session limit and a deposit limit when you sign up; you can also set a balance limit, and the limits you set apply to all your accounts within LeoVegas Gaming Plc. Net deposits are limited to €300 a calendar month if you’re under 24, which can’t be raised, and to €700 if you’re 24 or older. You must take a 30-second break after every hour of continuous play, you can block types of games, take a break or exclude yourself indefinitely, and LeoVegas checks Cruks, the national exclusion register.

Our verdict
