How online casinos are licensed in Spain
Online casinos are legal in Spain only at operators licensed by Spain’s gambling regulator, the Directorate General for the Regulation of Gambling (Dirección General de Ordenación del Juego, DGOJ), and only for players aged 18 or over. Under Spain’s Gambling Act (Ley 13/2011), a casino needs the “Otros juegos” (other games) general license plus a singular license for each game type: roulette, blackjack, baccarat (“punto y banca”) or slots (“máquinas de azar”).
As of October 1, 2026, the DGOJ’s public register listed 78 licensed operators, 59 of them with at least one casino license. Licensees must use the .es domains listed in the register, and licenses issued by other countries aren’t valid in Spain; our guide to whether online casinos are legal in Spain explains how to check one.
By our count of DGOJ data, licensed online casinos took €891.1 million in gross gaming revenue in 2025, up 21.9%. Slots made up about 70% of casino revenue in the second quarter of 2026 and live roulette about 25%. “Live casino” in Spain mostly means roulette: the blackjack rules have no live variant, and the DGOJ register shows no live-blackjack authorization for any operator.
How we ranked them
We researched 12 casino brands in depth, shortlisted from the 59 licensed operators on evidence anyone can check, and scored each from 0 to 10 on seven criteria: licensing and safety (20%), game library (20%), bonus and promotions (15%), payouts and banking (15%), app and experience (15%), rewards (10%) and support and responsible gambling (5%). Three things did most to separate the top five:
- The sanctions record. We read every DGOJ sanction resolution published since 2021 and weighed the number of cases, their severity, amounts, recency and the operator’s size. Cases that put players at risk count most, such as letting people registered in the RGIAJ (Registro General de Interdicciones de Acceso al Juego), Spain’s national self-exclusion register, play. Every case against our top five was classed as serious (grave), none as very serious.
- Payments that work in Spain: support for Bizum (Spain’s instant bank-payment app) and PayPal, minimums, stated payout times and fees.
- Bonus terms, not headlines: we value offers on their wagering requirement, time limit and caps.
Payout times are what operators state, not results of our own tests. The full method is in how we rank online casinos in Spain, and our editorial policy explains how we research and make money.
Why each casino made the top five
1. bet365 Casino
bet365 Casino, run by Hillside España Leisure SA, is first because no other casino we researched pairs as light a record with payouts as quick: its licensees’ only DGOJ cases since 2021 are a written warning and a €10,000 fine over promotion rules, and it lists most withdrawals at one to four hours. Betway matches that record, but an archived copy of its site gives slower payout times. bet365’s weak spots are its dedicated casino app (3.84 on iOS) and the lack of a loyalty program.
2. 888casino
888casino, run by 888 Online Games España SA, is our pick for slots, with 2,000+ slots and 12 months of actual RTP data per slot. Its welcome bonuses are paid as bonus funds with 20x wagering within 90 days (the match needs a €10 minimum deposit; the 88 bonus spins need no deposit). It would rank higher with a lighter record: five DGOJ resolutions since 2021 and €675,000 in fines. Its parent, evoke, reports going-concern uncertainties and is being taken over by Bally’s Intralot.
3. Botemanía
Botemanía, run by Gamesys Spain SA, part of the Bally’s group, has the lightest documented welcome terms in our top five: up to €25 plus 200 bonus spins worth €0.10 each, paid as withdrawable winnings once you’ve played through a first deposit of at least €10 within 30 days (€100 or more for the maximum). It’s the only one of the five with a DGOJ bingo license, though its bingo chat rooms closed in May 2026. Its record is one €125,000 fine, in 2023, after an RGIAJ-registered player played; it ranks third because its slot catalogue is smaller and its live casino is 12 roulette tables.
4. Betway
Betway, run by Betway Spain SA, has the best-rated casino app in our top five (4.70 from 3,327 iOS ratings) and a near-clean record: one €10,000 fine in 2022 under a bonus rule annulled in 2024. It takes Bizum, PayPal and Trustly, and its welcome offer is subject to conditions on Betway’s site. It ranks fourth because its catalogue is smaller (more than 1,200 games, per a January 2026 copy of its site) and we couldn’t verify its welcome wagering, minimum withdrawal or support hours.
5. Codere Casino
Codere, run by Codere Online SAU, stands out for local payments, including instant bank-transfer withdrawals, PayPal, Bizum deposits and cash at its venues, plus 24/7 phone support. It ranks fifth because of six DGOJ resolutions since 2021 (€530,500 imposed), including two cases in which RGIAJ-registered players were allowed to play (2021 and 2023). Its casino welcome bonus is small: up to €100 in bonus funds (half of a split welcome with a sports bet credit) for a €20 minimum deposit, with 30x wagering within 4 days and winnings capped at €500.

Whichever you choose, set deposit and session limits before you play.
Bonus rules in Spain
Welcome bonuses are legal in Spain again, but every offer must state its conditions. Royal Decree 958/2020 on gambling advertising banned bonuses for new customers until the Supreme Court annulled that rule on April 2, 2024 (published in the BOE on May 25, 2024), although the DGOJ’s FAQ still described the old ban as of October 1, 2026. What still applies, to operators and to sites like ours:
- every offer must state the minimum deposit, the wagering requirement, the time limit and whether you get withdrawable cash or bonus credit;
- it can’t present a bonus as costless or use testimonials;
- it can’t target self-excluded or at-risk players.
That’s why our comparison table has no bonus column. Several operators’ terms still quote the annulled rule that bonuses are only for accounts at least 30 days old, so check the conditions on the operator’s site. Spain’s 2026 consultation on reforming the Gambling Act also covered customer-acquisition promotions; no draft bill had been published as of October 1, 2026.
Wagering decides what a bonus is worth: a hypothetical €100 bonus for a €100 deposit, paid as bonus credit with 30x wagering within 30 days, means €3,000 of bets, and at a 4% house edge the expected cost is €120, more than the bonus. Our guide to casino bonuses in Spain shows how to read any offer.
Payments and limits
All five casinos accept Bizum and PayPal, but Bizum is mostly for deposits.
Every licensed operator caps deposits by default at €600 a day, €1,500 a week and €3,000 a month. You can lower these immediately, but raising them requires passing the DGOJ’s responsible-gambling tests, takes three days and is allowed only once every three months. From March 25, 2027, Royal Decree 520/2026 adds default joint limits across all operators: €700 a day, €1,750 a week and €3,300 per four weeks. Your identity must be verified before you can withdraw; our guide to casino payments in Spain compares methods and payout times.
Safety and self-exclusion
Every licensed casino follows the same safer-gambling rules. Under Royal Decree 176/2023, licensed sites must show a “Juego más seguro” (safer gambling) link on their home page, make you set a maximum time and loss before each casino session, show reality checks at least every 60 minutes, and offer their own self-exclusion.
To bar yourself from every licensed operator at once, register in the RGIAJ, online at the DGOJ’s electronic office with a digital certificate or in person at public registry offices and Policía Nacional stations. Registration has no charge, takes effect in about one to two hours when done online, lasts indefinitely and can be cancelled only after six months. Letting a registered player gamble is a serious infraction, and our reviews list every DGOJ sanction since 2021 for each casino.
If gambling stops being fun, FEJAR’s confidential helpline is 900 200 225 and Jugadores Anónimos has a 24-hour line on 670 691 513; in a crisis, call 024, Spain’s suicide-prevention line, or 112. Our guide to gambling help in Spain lists more support.
The bottom line
bet365 Casino is the best online casino in Spain for most players. Choose 888casino for slots, Botemanía for bingo, Betway for its app and Codere for fast local payouts, and whichever you pick, check its .es domain, read the bonus conditions and set your limits first.
