How we rank betting sites in the Netherlands
We only rank sportsbooks licensed by the Kansspelautoriteit (Ksa), on the websites its Kansspelwijzer lists. Each is scored from 0 to 10 on six weighted criteria, licensing and safety, markets and features, odds and limits, payments and payouts, app and experience, and support and responsible gambling, and the ranking follows the overall scores. Fines, binding instructions and warnings from the Ksa lower the licensing score; we judge odds on what each bookmaker publishes, because their terms forbid automated odds collection; and we don't score bonuses.
Key takeaways
- Eligibility first: only companies with a Ksa licence for online sports betting qualify, on the websites the Ksa lists for them.
- Six criteria, fixed weights: licensing and safety 25%, markets and features 20%, odds and limits 15%, payments and payouts 15%, app and experience 15%, support and responsible gambling 10%.
- The Ksa's record counts: fines for failing the duty of care, for letting Cruks-registered players play or under the anti-money-laundering act weigh most, then binding instructions, then public warnings.
- Odds are scored on published facts, such as maximum payouts and minimum stakes, because bookmakers' terms forbid automated collection of their odds.
- No bonuses, and no links to unlicensed sites, which Dutch law forbids promoting.
What we rank
Our ranking of the best betting sites in the Netherlands compares sportsbooks that people in the Netherlands can legally use: companies with a Kansspelautoriteit (Ksa) licence for online sports betting, on the websites the Ksa lists for them in its Kansspelwijzer. We check every candidate against that list and against the Ksa’s published sanction decisions and news on the day we review it; our Dutch licence check uses the same data.
The six criteria
| Criterion | Weight | The question we ask |
|---|---|---|
| Licensing & safety | 25% | Is it licensed by the Ksa for sports betting, with this website on the Ksa’s list, how long does its licence run, and how clean is its record with the Ksa? |
| Markets & features | 20% | How deep are its football markets, from the Eredivisie down, and its other sports, and how good are live betting, bet builders, cash out and streaming? |
| Odds & limits | 15% | What does it publish about its prices, maximum payouts and minimum stakes? |
| Payments & payouts | 15% | Does it take iDEAL, cards and other common Dutch methods, what are the limits and fees, and how fast does it say withdrawals are paid? |
| App & experience | 15% | How do Dutch bettors rate its iOS and Android apps, and how many have rated them? |
| Support & responsible gambling | 10% | Can you reach a person in Dutch easily, at what hours, and are limits, breaks and Cruks registration easy to find and use? |
Each criterion gets a rating from 0 to 10; the overall score is the weighted average, rounded to one decimal, and the ranking follows it.
How we rate each criterion
- Licensing & safety: a current licence starts near the top, and one the Ksa has already renewed counts in its favour, because the Ksa says it now looks explicitly at violations established in the previous five years before renewing. Then we read every Ksa decision against the company. Fines for failing the duty of care, for letting players registered in Cruks play, or under the anti-money-laundering act (the Wwft) cost the most, the more so the larger and more recent they are; binding instructions come next, then public warnings. A licence that runs out within a few months, with no renewal published, also costs points.
- Markets & features: Dutch football first, from the Eredivisie down, then live betting, bet builders, cash out (partial or automatic is better) and streaming. Every licensed sportsbook works within the same banned list, so we don’t reward or punish the absence of bets the law doesn’t allow.
- Odds & limits: published maximum payouts and minimum stakes. A bookmaker that doesn’t publish them, or whose terms we couldn’t read, scores lower.
- Payments & payouts: published withdrawal times count most, then fees, minimums and the choice of methods, iDEAL and PayPal included.
- App & experience: ratings on the Dutch App Store and Google Play on the date checked, weighted by how many people rated them.
- Support & responsible gambling: the Ksa requires licensed operators to have Dutch-language support available at all times, so round-the-clock support by phone, chat or email scores best. Every licensed site must check Cruks and make you set limits, so points come from what’s added: stricter limits for young adults, product blocks, breaks and clear explanations.
What we leave out
Bonuses and promotions. Dutch rules restrict them: no bonus while you’re playing, none tailored to your individual play, none aimed at under-24s and no cashback on losses. We don’t list, compare or score bonuses.
Odds. Several bookmakers’ terms forbid automated collection of their odds or content, so we don’t scrape them. We score what each bookmaker publishes and leave the price comparison to you, with our margin calculator.
Unlicensed sites. A licence from Curaçao, Malta or anywhere else doesn’t allow a site to serve Dutch players. Offering gambling without a Ksa licence, and promoting it, are prohibited by article 1 of the Wet op de kansspelen, and the Ksa has told affiliate websites that if they promote an unlicensed operator, they break the law too. We never rank or link to unlicensed sites.
How we follow Dutch advertising rules
- Licensed websites only. Our links go only to the websites the Ksa lists for a licensed company.
- The warning. Our Dutch pages carry the warning every gambling ad in the Netherlands must show: “Wat kost gokken jou? Stop op tijd. 18+” (What does gambling cost you? Stop in time. 18+).
- Not aimed at young people. The Ksa holds licensed operators fully responsible for advertising made on their behalf, including by comparison and affiliate websites, and requires them to show that at least 95% of the people their online ads reach are 24 or older. We don’t target under-24s, and we don’t use role models such as athletes or influencers.
- Clearly marked as advertising. Our Dutch pages say that SafeBet.ai may be paid by the operators shown.
Where our facts come from
The Ksa’s Kansspelwijzer, sanction decisions and news, the Wet op de kansspelen and its regulations on wetten.overheid.nl, each bookmaker’s terms and help centre, and the Dutch App Store and Google Play, each dated on the page. Two bookmakers in our ranking, Circus and bet365, blocked our automated checks of their websites; their reviews say what we couldn’t verify, and they score lower for it.
Independence
SafeBet.ai may be paid by bookmakers whose links are marked as sponsored, but a bookmaker can’t buy a place or a score. See our editorial policy, and tell us if something’s out of date.
Frequently asked questions
Why don't you compare odds directly?
Because the bookmakers forbid it. BetMGM's terms ban using "any automatic or manual device" to monitor its website or its content; ZEbet's ban web scraping; Unibet's ban access by bots, spiders, crawlers or scrapers; and 711's ban robots that index, store or reproduce its website. We respect that, so we score what each bookmaker publishes and give you a margin calculator to compare prices yourself.
Why aren't Unibet, BetCity, 711 or Jacks.nl ranked?
Because of their records with the Ksa or their licence. Unibet's operator was fined €4 million for failing its duty of care and €400,000 for letting Cruks-registered players play, and ordered to stop offering banned bets; BetCity's was fined €2.65 million for not protecting young adults and €3 million under the anti-money-laundering act; 711 was fined €886,000 in 2026; and Jacks.nl's licence runs out on November 20, 2026, with no renewal published when we checked.
Does a bookmaker paying SafeBet.ai change its score?
No. Every rating is shown and explained in the review, and the ranking follows the overall scores; the site won't build if it doesn't. Links that may earn us a fee are marked as advertising. See our editorial policy.
How often do you update the ranking?
When a bookmaker changes its limits, payments or apps, when the Ksa publishes a new decision, and when a licence is renewed or runs out: Jacks.nl's ends on November 20, 2026, ZEbet's on February 16, 2027 and Circus's on March 9, 2027. Every change is dated in the ranking's update history.
