How we rank betting sites in the UK

We only rank bookmakers licensed by the Gambling Commission, at web addresses on its public register. Each is scored from 0 to 10 on six weighted criteria, licensing and safety, markets and features, odds and limits, payments and payouts, app and experience, and support and responsible gambling, and the ranking follows the overall scores. Fines and settlements lower the licensing score; we judge odds on what each bookmaker publishes, because their terms forbid automated odds collection; and we don't score bonuses.

Key takeaways

  • Eligibility first: only bookmakers with an active Gambling Commission remote betting licence, at addresses on the Commission's register, qualify.
  • Six criteria, fixed weights: licensing and safety 25%, markets and features 20%, odds and limits 15%, payments and payouts 15%, app and experience 15%, support and responsible gambling 10%.
  • Every fine or settlement we find in the Commission's records lowers the licensing score, more for large, recent and player-protection cases, and the review says what it was for.
  • Odds are scored on published facts, such as maximum payouts, minimum stakes and who gets Best Odds Guaranteed, because the bookmakers' terms forbid automated odds collection.
  • No bonuses: we don't list or score welcome offers.

What we rank

Our ranking of the best betting sites in the UK compares online bookmakers licensed by the Gambling Commission. To qualify, a bookmaker must hold an active remote betting licence and its web address must be on the Commission’s public register, which we read from the Commission’s register files of October 22, 2026. Betting exchanges, which hold a separate betting intermediary licence and charge commission instead of building a margin into their odds, have their own ranking.

The six criteria

Criterion Weight The question we ask
Licensing & safety 25% Does it hold a Gambling Commission remote betting licence, with its address on the public register, and how clean is its record with the Commission?
Markets & features 20% How deep are its football, racing and other markets, and how good are in-play betting, bet builders, cash out and streaming?
Odds & limits 15% What does it publish about its prices and margins, does it guarantee best odds on horse racing, and how high are its maximum payouts?
Payments & payouts 15% Does it take debit cards, PayPal, Apple Pay and open banking, what are the limits and fees, and how fast does it say withdrawals are paid?
App & experience 15% How do UK bettors rate its iOS and Android apps, and how easy is it to find a market and build a bet?
Support & responsible gambling 10% Can you reach a person easily, and are limits, time-outs, self-exclusion and GAMSTOP easy to find and use?

Each criterion gets a rating from 0 to 10; the overall score is the weighted average, rounded to one decimal, and the ranking follows it.

How we judge odds without scraping them

Price matters more than anything else to a regular bettor, because the margin a bookmaker builds into its odds is what betting costs you. But the bookmakers in our ranking forbid automated collection of their odds. Sky Bet’s terms (section 13.6) say the odds and other information on its sites are “for Your personal use only”, and section 17.2 bans “any artificial intelligence, automated players (bots) or player assistance software”. Midnite’s terms let it act against anyone who uses automated systems to copy or extract its data, “sometimes referred to as ‘screen scraping’”, or makes commercial use of its odds; bet365’s UK terms say the same. We don’t break those terms, so the odds criterion scores what each bookmaker publishes:

  • Maximum payouts. Higher caps let big winning bets pay in full: bet365’s £2 million a day on the Premier League scores best, William Hill’s £1 million and Paddy Power’s £1 million well, Sky Bet’s £500,000 less, and Midnite’s £250,000 a day lowest.
  • Best Odds Guaranteed. Whether you’re paid the starting price when it beats the price you took, and who gets it: anyone who opts in at Paddy Power (in its January 2025 terms), Sky Bet Club qualifiers at Sky Bet, and invited customers only at William Hill and Midnite.
  • Minimum stakes and published terms, such as William Hill’s 3p stakes and Midnite’s published each-way place terms.

No bookmaker in our ranking publishes its margins. Our margin calculator works out the margin on any market and shows which of two bookmakers pays more.

How regulatory action lowers the licensing score

We check two Gambling Commission sources for every bookmaker and every company behind it: the regulatory action register, which lists sanctions and settlements decided since November 2023, and the Commission’s enforcement news, which we read back to March 2021. A current licence with no action in either starts near the top. Each fine or settlement costs points, more when it’s large, recent or about protecting players, and repeated cases cost the most:

  • William Hill scores lowest (6.5): its licensee paid £12.5 million in March 2023, part of a record £19.2 million for William Hill businesses, and was fined £82,687 in August 2025.
  • Paddy Power (7.5) was part of a £2 million settlement in December 2025 over how it interacted with customers at risk of harm.
  • bet365 (8.5) settled for £239,085 in April 2024, £582,120 with its casino sister.
  • Sky Bet (9.5) and Midnite (8.5) have no action on record in either source; Midnite scores lower because its current licence dates from August 2026 and its earlier operator’s from 2018, against 2014 for Sky Bet’s.

Actions before March 2021 aren’t counted, because we haven’t checked them for every bookmaker.

How we rate the other criteria

  • Markets & features: the number of sports and events, football and racing depth, in-play betting, bet builders, cash out (partial cash out counts extra) and free streaming, from each bookmaker’s rules, help pages and app listings.
  • Payments & payouts: published withdrawal times count most, then fees, minimums and the choice of methods. Where a bookmaker’s UK pages block visitors from outside the UK, we use dated Internet Archive copies, and a bookmaker whose withdrawal times we couldn’t check at all scores conservatively.
  • App & experience: ratings on the UK App Store and Google Play on the date checked, weighted by how many people rated them.
  • Support & responsible gambling: hours and channels, with 24/7 support or a phone line scoring highest, plus the range of limits, time-outs and self-exclusion, and affordability checks.

What we leave out

Bonuses and promotions. We don’t list or score welcome offers or free bets. Since January 19, 2026, the Commission has capped wagering requirements at 10 times and banned offers that mix betting with casino or other products, but an offer’s value still depends on terms that change constantly, and it’s a poor reason to choose a bookmaker. Unlicensed bookmakers, which it’s a criminal offence to offer or advertise to people in Great Britain, are never ranked.

Where our facts come from

The Gambling Commission’s register files and regulatory records, each bookmaker’s terms, rules and help centre, and the UK App Store and Google Play, each dated on the page. Where a live page couldn’t be read from outside the UK, we used a dated Internet Archive copy and say so in the review.

Independence

SafeBet.ai may be paid by bookmakers whose links are marked as advertising, but a bookmaker can’t buy a place or a score. See our editorial policy, and tell us if something’s out of date.

Frequently asked questions

Why don't you compare odds directly?

Because the bookmakers forbid it. Sky Bet's terms say the odds on its sites are "for Your personal use only" and ban "any artificial intelligence, automated players (bots) or player assistance software"; Midnite's and bet365's let them act against anyone who copies their data with automated systems, which they call screen scraping. We respect that, so we score what each bookmaker publishes and give you a margin calculator to compare prices yourself.

Why aren't Ladbrokes, Coral, Betfred or Unibet ranked?

Ladbrokes' and Coral's help centres block visitors from outside the UK, so we couldn't check their limits, payouts or support. Betfred's online licensee agreed a £900,000 settlement in June 2026, after a £240,000 penalty in May 2025 and £2.87 million in 2022, and Unibet's licensee was fined £10 million in September 2025: records that would put both at the bottom of our licensing scores.

Does a bookmaker paying SafeBet.ai change its score?

No. Every rating is shown and explained in the review, and the ranking follows the overall scores; the site won't build if it doesn't. Links that may earn us a fee are marked as advertising. See our editorial policy.

How often do you update the ranking?

When a bookmaker changes its limits, payments or apps, the Commission publishes a new regulatory action, or a licence changes hands, as Sky Bet's did in October 2025 and Midnite's in August 2026. Every change is dated in the ranking's update history.
