How online casinos work in Canada
Canada’s Criminal Code lets each province “conduct and manage” gambling within its borders, so there’s no national casino licence. Each province decides how online casinos work, and you must be physically in the province to play on its regulated sites:
- Ontario opened a private market on April 4, 2022. Operators register with the Alcohol and Gaming Commission of Ontario (AGCO) and run their sites as agents of iGaming Ontario. On September 1, 2026, 49 operators ran 84 regulated sites. OLG, the province’s lottery corporation, runs OLG.ca separately.
- Alberta opened a private market on July 13, 2026. Operators register with Alberta Gaming, Liquor and Cannabis (AGLC) and sign an agreement with the Alberta iGaming Corporation, whose list had 51 sites on October 22, 2026. The government’s PlayAlberta continues alongside them.
- Everywhere else, the province’s own site is the only legal one: PlayNow in British Columbia, Manitoba and Saskatchewan, Loto-Québec in Quebec, and Atlantic Lottery in New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador.
Online casinos by province
Not sure about a site? Our Canadian casino licence check tells you whether it’s regulated in your province, and our guide explains online casino laws province by province.
How we scored them
Each casino gets a score from 0 to 10 on six criteria, weighted into an overall score that sets the ranking:
Bonuses and loyalty programs don’t count. Ontario’s Standard 2.05 allows bonuses to be advertised only on a casino’s own site or to players who’ve opted in, so we leave them out everywhere in Canada. The full method is in how we rank online casinos in Canada.
Payouts compared
Fast, fee-free withdrawals are where Canadian casinos differ most:
Staying safe
- Check the regulator, not the logo. In Ontario, a site must be on iGaming Ontario’s list; in Alberta, on the Alberta iGaming Corporation’s list. Our licence check covers both, plus the provincial sites.
- Avoid offshore casinos. No province licenses them. In May 2025, Manitoba’s Court of King’s Bench permanently barred Bodog from the province, finding it misled Manitobans about being legal and had no obligation to offer responsible gambling tools.
- Set limits before you play. Every casino in our ranking offers deposit limits; OLG and PlayNow make them harder to raise.
- Use BetGuard in Ontario to self-exclude from every regulated site at once, OLG.ca included.
Taxes
Casual gambling winnings generally aren’t taxed in Canada, because the Canada Revenue Agency treats them as windfalls; they can be taxable if gambling is a business for you. Our guide explains how gambling winnings are taxed in Canada.
Playing responsibly
Casino games are built so the house wins over time: a slot that pays back 95% costs you about $5 of every $100 you bet, on average. Treat what you deposit as the cost of entertainment, set a limit before you start, and stop if it isn’t fun any more. Every province runs a free, confidential helpline, listed in our guide to gambling help in Canada; in a crisis, call or text 988.
