How we rank online casinos

We only rank real-money online casinos licensed by a US state gaming regulator. Each casino is scored from 0 to 10 on seven weighted criteria: licensing and safety (20%), game library (20%), welcome bonus value (15%), payouts and banking (15%), app and experience (15%), rewards (10%) and support and responsible gambling tools (5%).

Key takeaways

  • Only state-licensed real-money casinos are eligible — no offshore sites and no sweepstakes casinos.
  • Seven criteria, fixed weights: licensing 20%, games 20%, bonus 15%, payouts 15%, app 15%, rewards 10%, support 5%.
  • Bonuses are valued after wagering requirements, time limits and game restrictions — not by the headline number.
  • We start with primary sources — state regulators and each casino's own terms and banking pages — and say so when a detail comes from a review site instead.
  • Offers change often, so every bonus on our pages shows the date we checked it.

What we rank

Our ranking of the best online casinos in the US only includes real-money casinos that are licensed by a state gaming regulator, such as the New Jersey Division of Gaming Enforcement, the Pennsylvania Gaming Control Board or the Michigan Gaming Control Board. Online casinos are legal in only a handful of states, so every review lists exactly where each casino operates.

We don’t rank offshore casinos, which aren’t licensed by any US regulator, or sweepstakes casinos, which use a different legal model that several states have banned. Our guide to where online casinos are legal explains the state-by-state picture.

The seven criteria

Criterion Weight What we look at
Licensing & safety 20% State licenses for every market, regulatory record, fair-play testing and account security
Game library 20% Number and variety of slots, table games, live dealer tables, jackpots and exclusives
Welcome bonus & promos 15% Real value after wagering requirements, time limits and eligible games; ongoing promotions
Payouts & banking 15% Payment methods, minimum deposit, withdrawal speed and fees
App & experience 15% iOS and Android apps, search and filters, stability, account tools
Rewards & loyalty 10% What regular play earns, and whether rewards are worth something outside the casino
Support & responsible gambling 5% Support channels and hours, and how easy deposit, time and self-exclusion tools are to use

Licensing & safety (20%)

Every casino in our ranking is licensed, so this criterion separates the good from the best: licenses across more states, a clean record with regulators, and strong account protection. A regulatory fine doesn’t automatically disqualify a casino, but it lowers the score and we mention it on the review.

Game library (20%)

We count what’s actually available — slots, table games, live dealer tables, progressive jackpots and exclusive titles — using the casino’s own lobby figures or reputable sources, and note when the library differs between states.

Welcome bonus & promotions (15%)

Headline numbers are misleading, so we value bonuses on their terms. The key question is how much you must wager before bonus money becomes withdrawable. A $500 bonus with a 15x requirement means $7,500 of play; on slots with a 4% house edge you would expect to lose about $300 of that along the way, so the bonus is worth roughly $200 on average — not $500. Our casino bonus guide shows how to do this math yourself.

Payouts & banking (15%)

We list the payment methods, minimum deposit and the withdrawal times each casino states, and we reward fast, free methods such as online banking and e-wallets.

App & experience (15%)

Most players use their phones, so we look at the iOS and Android apps, how easy it is to find games, and the account tools. We don’t publish app-store ratings unless we can cite them with a date.

Rewards & loyalty (10%)

Loyalty programs differ a lot. Programs tied to a hotel and resort group or a sports brand can be worth more than casino-only points, but only if you’ll actually use them.

Support & responsible gambling (5%)

State rules require licensed casinos to offer deposit limits, time-outs and self-exclusion (New Jersey, Pennsylvania, Michigan and West Virginia spell them out in detail). We check how easy they are to find and use, and which support channels are available.

How the score works

Rating Meaning
9.5–10 Best in class; nothing meaningful to improve
8.5–9.4 Excellent, with minor limitations
7.5–8.4 Good, but with trade-offs you should know about
6.0–7.4 Adequate; clear weaknesses
Below 6.0 Falls short of what we expect from a licensed casino

The overall score is the weighted average of the seven ratings, calculated automatically and shown on every review with each rating.

Where our information comes from

  • State regulators: licensee lists, revenue reports and enforcement actions.
  • The casinos themselves: promotion terms, banking pages, game lobbies and responsible gambling tools.
  • Reputable reporting: industry publications and news outlets for launches, market share and legal changes.
  • Established review sites, when we have to: some casinos’ promotion and help pages can’t be checked directly, so a few offer details and withdrawal times come from long-running review sites. When that happens, the review says so.

Welcome offers change often and can differ between states, so every offer on our pages shows the date we checked it. See our editorial policy for how we research, how we make money and how to report an error.

Keeping the ranking current

We re-check a casino when it changes its welcome offer, enters or leaves a state, or when a regulator acts, and every change is dated in the update history of the online casino ranking. Online casinos are only for players who are 21 or older and physically located in a state that licenses them — if gambling stops being fun, visit our responsible gambling guide.

Frequently asked questions

Why don't you rank offshore or sweepstakes casinos?

Offshore casinos aren't licensed by any US regulator, so players have little protection if something goes wrong. Sweepstakes casinos operate under a different legal model that a growing number of states have banned. Our ranking only covers state-licensed real-money casinos; see our guide to spotting a safe online casino.

Does the size of the welcome bonus decide the ranking?

No. The bonus is 15% of the score, and we value it after the wagering requirement, time limit and game restrictions. A smaller bonus with 1x wagering can be worth more than a bigger one with 15x or 30x wagering.

Can I play at every casino in your ranking?

Only in the states where each casino is licensed, and only if you are 21 or older and physically located in that state. Each review lists the states.

Do casinos pay SafeBet.ai?

Some casinos pay us a commission when you sign up through our links. Partnerships can influence which casinos we feature and the order in which they appear, but they don't change the facts we report. Details are in our editorial policy.
