- Open your state regulator’s list and look for the exact brand name and web address: Connecticut, Delaware, Michigan, New Jersey, Pennsylvania, Rhode Island, West Virginia. If it isn’t there, it isn’t licensed in that state.
- Check the footer. A licensed casino names its state regulator and licensee. A Curaçao, Anjouan or “international” license means offshore.
- Watch for the sweepstakes model. “Gold Coins” and “Sweeps Coins” mean a sweepstakes casino, which no state licenses.
- Check the address. Type the official address yourself rather than following a link or ad; clones of licensed casinos exist.

What the results mean
Every result is one of three things. Only the first gives you a regulator on your side, and only in the state that issued the license.
- State-licensed online casino On the official list of a state gaming regulator. The casino must verify your age (21+) and location, use regulator-tested games, offer deposit limits and self-exclusion, and answer to a regulator you can complain to. A license only counts in the state that issued it.
- Sweepstakes casino, not licensed Sells virtual coins and gives away redeemable sweeps coins instead of holding a gambling license. No state licenses, audits or protects these sites, 12 states passed laws against them in 2025–26, and attorneys general have sued the biggest operators.
- Offshore, not licensed in any US state Takes US players without a license from any US regulator. Regulators warn you may not be paid, nobody tests the games, your data isn’t protected, and in some states you could be prosecuted. Michigan’s regulator sends these sites cease-and-desist letters.
The seven states with licensed online casinos
You must be 21 or older and physically inside one of these states to play. Maine has legalized online casinos but hadn’t launched any by September 30, 2026, and Nevada licenses online poker only. Our guide to where online casinos are legal has the details.

Check any casino yourself in two minutes
- Find the regulator’s list for your state in the table above and search it for the casino’s exact brand name and web address. New Jersey’s list warns that any site not on it “is NOT approved”; Pennsylvania’s says “use the links below to verify that a site is PGCB regulated.”
- Match the address exactly. Michigan lists each site’s full address (casino.mi.betmgm.com, for example). A look-alike domain is not the licensed site.
- Read the footer. Licensed casinos name their regulator, licensee and the 1-800-GAMBLER helpline; offshore sites cite Curaçao or Anjouan, and sweepstakes sites talk about Gold Coins and Sweeps Coins.
- Expect checks. A licensed casino verifies your age (21+), identity and location before you can deposit. A site that skips them isn’t licensed.

How do I know if an online casino is licensed?
Its exact brand name and web address appear on your state regulator’s official list. New Jersey’s Division of Gaming Enforcement says it plainly: “Any site not included on this list is NOT approved to offer Internet gaming in the State of New Jersey.” This tool checks those lists for you; the links to each regulator are below the results.
Which states have legal online casinos?
As of September 30, 2026, seven: New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island. Maine has legalized online casinos but hasn’t launched any, and Nevada allows online poker only. Is BetMGM Casino licensed?
Yes, in Michigan, New Jersey, Pennsylvania and West Virginia, under BetMGM, LLC (Roar Digital in West Virginia). It isn’t licensed in Connecticut, Delaware or Rhode Island. See our BetMGM Casino review.
Is a sweepstakes casino like Chumba or Stake.us licensed?
No. Sweepstakes casinos sell virtual coins and give away redeemable sweeps coins instead of holding a gambling license, so no regulator tests their games or protects your balance. Twelve states passed laws against them in 2025–26, New York collected $8 million from Chumba’s owner in September 2026, and Florida sued Stake and VGW in August 2026. Is a Curaçao or Anjouan license valid in the US?
No US state recognizes an offshore license. Sites such as Bovada and BetOnline are on the Michigan Gaming Control Board’s cease-and-desist list, and Michigan’s regulator warns that offshore players may not get paid and have “no legal protection in cases of fraud, data theft, or account disputes.”
